A remarkably rare example of polemical commercial lobbying literature, issued in an attempt to influence opinion in the run up to debates and divisions in the House of Commons, regarding potential harm to curriers and leather dealers if they are prohibited from selling hides and skins in pieces, at a cheaper price, to manufacturers of saddles, and that 'in Case of such Restraint, the Army could not, upon any emergency, be supplied either so Cheap, or with such Expedition as they now can be.'
